THE CITY OF HARTFORD WANTS YOU TO KNOW…
The City of Hartford is beginning it’s Lead Service Line Replacements (LSLR) & Water System Improvements Project this spring.
The project is estimated at $11.76 million and is funded through a combination of loans and grants. Repayment of the loan portion will occur through the water and sewer rates.

In addition, the City Commission approved up to $1.5 million in roadway improvements at its February 2025 meeting. These improvements include full reconstruction of the following streets:
Each roadway project includes storm sewer improvements identified in the Storm Water Capital Improvement Plan from the City’s Asset Management Plan. Some sanitary sewer laterals will also be replaced due to their age and material type.
Contractors
Contracts for this project have been awarded to:
Pre-construction meetings have been held, and Krohn Excavating has begun work on Bernard Street, starting from Mary Street to South Maple Street. The water main at the Mary Street intersection has been installed and has successfully passed pressure testing. Installation will continue toward Franklin Street, with testing to follow. Storm sewer and sanitary sewer lateral work are currently underway.
What Residents Can Expect
Property owners may be contacted by a contractor or a City employee to inspect water service lines both inside and outside the home. If a service line is identified as galvanized, it will be replaced. If your meter has not been upgraded to the newer version it will also be replaced as part of this project.
Please watch for road closures and detours, which are necessary to ensure the safety of residents and construction crews.
